Walkers had spotted holes being dug near the bandstand.
The Council confirmed that preliminary works were taking place for a new CCTV camera column.
In June this year the bandstand was vandalised not long after it was renovated in preparation for live music returning.
Hinckley's parks saw a spate of anti-social behaviour incidents at the start of the summer, but police said talks given at local schools have helped to stop some of the disruption.
In a Facebook post Hinckley and Bosworth Borough Council said,
"If you've been through Hollycroft Park today and were wondering what works are taking place, we can confirm that these are the preliminary works for a new CCTV camera column."
