Hinckley and Bosworth Borough Council's Planning Committee have rejected plans for a housing development near to the golf course in Market Bosworth.
The application for two fields to the south of Station Road had attracted 27 letters of concern from residents.
Planning officers had advised the committee that the Market Bosworth Neighbourhood Plan was out of date and, as such, the harm of the development would not outweigh the benefits of the proposals.
However, the committee refused the plans on the basis that the development would "harm" the character and appearance of the area and that would outweigh the benefits of the proposal.
