Officers want to see dashcam footage from the area.
The charges are the first to be brought about under the new legislation that came into effect in December 2023.
They were last seen in the early hours of Tuesday 23 April.
Hinckley and Bosworth Borough Council has said the initiative isn't a council scheme.
"I have been clear that a step change is needed to protect our waterways from pollution."
Visits in Community Hospitals can take place between 11 am and 8 pm.
To facilitate early diagnosis, a screening kit is sent to people aged 54 to 75, every 2 years, which is being expanded to include people over 50.
Leicestershire Police has said that the car left the scene.
"This is a huge honour and recognition of the hard work and dedication the team has put into providing care for parents at one of the hardest times you could imagine."
