The waste was left on Colbek Court, within an industrial estate, at around 5.10pm on Saturday, 19 September.
The council says the fly-tip included large quantities of asbestos, three drums containing oils which need to be tested, two IBC containers with contents yet to be identified, and other business waste.
The waste blocked the highway, and the incident was reported to the council twice on 29 September.
CCTV footage has been obtained showing a vehicle and four people believed to be involved. However, the vehicle registration cannot be identified and the individuals were wearing masks.
The council is now asking residents and businesses in the area to check any doorbell, dashcam or CCTV footage from around 5.10pm on 19 September.
Anyone who saw a vehicle carrying or unloading a large amount of waste around Colbek Court, or noticed anything unusual at the time, is being urged to come forward.
The council says even information that may seem insignificant could help with the investigation.
